fix: LAYER-Attribut nicht mehr in Geruest-Sivas-Export schreiben

LAYER ist reine BricsCAD-Zeichnungsinformation ohne Sivas-Bedeutung.
export_csv.py (bricscad.csv) behaelt es weiterhin fuer die Zuordnung in der
Zeichnung.
